The Quality Manager is a senior leadership position responsible for establishing, implementing, maintaining, and continuously improving IN-CAL's comprehensive Quality Management System (QMS) in accordance with ISO/IEC 17025:2017 accreditation requirements. This role oversees all quality assurance and quality control functions across the calibration laboratory, ensuring the highest standards of measurement accuracy, regulatory compliance, and customer satisfaction while fostering a culture of quality excellence throughout the organization.
RESPONSIBILITIES
1. Quality Management System Leadership
- Develop, implement, and maintain the laboratory's ISO/IEC 17025:2017 Quality Management System
- Ensure full compliance with accreditation body requirements (A2LA, NVLAP, or equivalent)
- Lead preparation for external accreditation assessments and surveillance audits
- Establish and monitor quality objectives, policies, and performance metrics
- Drive continuous improvement initiatives across all laboratory operations
- Manage quality system documentation, including quality manual, procedures, and work instructions
2. Quality Management System Leadership
- Serve as primary liaison with accreditation bodies and regulatory agencies
- Coordinate and lead internal audit programs to ensure ongoing compliance
- Manage corrective and preventive action (CAPA) systems
- Oversee non-conformance management and root cause analysis
- Ensure traceability of measurements to national and international standards
- Monitor and maintain laboratory scope of accreditation
3. Technical Quality Oversight
- Establish and maintain measurement uncertainty budgets for all calibration services
- Oversee proficiency testing and inter-laboratory comparison programs
- Ensure proper validation and verification of calibration methods and procedures
- Monitor technical competence of calibration personnel
- Manage reference standards procurement, maintenance, and recalibration schedules
- Oversee environmental monitoring and control systems
4. Risk Management and Process Improvement
- Develop and implement comprehensive risk assessment programs
- Identify opportunities for process optimization and efficiency improvements
- Lead quality-related investigations and incident responses
- Establish preventive maintenance programs for critical equipment
- Monitor and analyze quality trends and performance indicators
- Implement data integrity and cybersecurity measures for quality systems
5. Personnel Development and Training
- Develop and deliver quality training programs for all laboratory personnel
- Assess and ensure technical competency of staff performing quality-related functions
- Establish qualification requirements for quality-sensitive positions
- Mentor and develop quality team members
- Foster a culture of quality awareness and continuous improvement
6. Customer and Stakeholder Management
- Serve as quality representative in customer communications and complaint resolution
- Ensure customer requirements are accurately captured and implemented
- Manage customer feedback systems and satisfaction surveys
- Support business development through quality-related technical presentations
- Maintain relationships with suppliers and subcontractors
7. Documentation and Record Management
- Oversee document control systems and change management processes
- Ensure proper maintenance of quality records and historical data
- Manage calibration certificate review and approval processes
- Maintain audit trails for all quality-related activities
- Establish data backup and archive procedures
EDUCATION AND EXPERIENCE
- BS degree in Engineering, Physics, Chemistry, Metrology, or related technical field
- Minimum 7-10 years of quality management experience in calibration, testing, or metrology environment
- Minimum 5 years of experience with ISO/IEC 17025 implementation and maintenance
- Proven track record of successful accreditation achievements and maintenance
Professional Certifications
- ASQ Certified Quality Manager (CQM) or Certified Quality Engineer (CQE)
- ISO/IEC 17025 Lead Assessor certification
- Project Management Professional (PMP) certification
- Six Sigma Black Belt or equivalent process improvement certification

1. Technical Competency
- Comprehensive understanding of ISO/IEC 17025:2017 requirements
- Experience with measurement uncertainty analysis and statistical methods
- Knowledge of calibration principles across multiple disciplines (electrical, mechanical, dimensional, etc.)
- Familiarity with NIST traceability requirements and measurement standards
- Proficiency in quality management software systems and databases
- Advanced knowledge of Microsoft Office Suite and statistical analysis tools
- Data analysis capabilities with ability to identify trends and patterns
